Doctorate (phd)
1- Presentation of the doctorate
Holders of a master’s degree or an equivalent degree can enroll in the third-stage doctorate (in short, PhD) after they pass the entry-to-training competition. The duration of the doctorate ranges from three to four years, and after discussing his thesis, the student obtains a “Doctorate” degree.
Conditions for joining the PhD competition
Participation in the competition for doctoral enrollment is for holders of a master’s degree or an equivalent degree, and this competition is considered national. The most important conditions for participation in the competition are:
- Administrative matching of the file.
- Matching of the master’s specialization with the specialties of the training division.
- The candidate’s ranking in the master (descriptive appendix to the candidate).
File for candidacy for the doctoral competition
The electronic application file consists of:
- Candidate’s data (phone-fax-e-mail).
- Copy of the baccalaureate certificate.
- Copy of the certificate obtained in the previous phases (Bachelor-Master).
- Copy of the list of points for the first and second phases certified.
- Copy of the descriptive supplement to the master’s certificate.
- For the employee candidate (download).
- A photocopy.

2- Registration in the PhD
The registration file contains the following documents:
- Application form for registration (download).
- Topic registration form (download).
- Registration form on the national thesis notification portal PNST. (Download)
- Honorary declaration of non-registrate in the PhD in any university institution (download).
- Non-affiliation certificate for social security for non-workers or a license from the user for workers (download).
- A copy of the baccalaureate-licentiate-master certificates.
- Birth certificate No. 12.
- 03 with writing the name and surname.
- Postal transfer for registration rights (200 DZD)
For students born abroad, add the following documents:
- Nationality certificate,
- Certificate equivalent to certificates obtained abroad,
3- PhD re-registration
The re-registration file contains the following documents:download
- Application for re-registration (download).
- Evaluation form (download).
- Honorable declaration of non-registrate in the PhD in any university institution (download).
- Non-affiliation certificate for social security for non-workers or a license from the user for workers.
- Money order for registration rights (200 DZD).
Percentage of students after the third year in addition to the file:
- Application form for a license to re-register (download).
Depositing the registration file or re-registration will be at the level of the concerned colleges (the post-graduation interest of the college) for administrative control. The file is sent to the department’s scientific committee (CSD) and then to the college’s scientific board (CSF) for scientific approval. The number of records in the doctorate is limited to three records. Two additional records can be obtained after request from the concerned person.
4- Discussion terms and procedures
Terms of discussion for PhD students registered before 2016
- At least 3 consecutive and regular years of registration.
- A Positive report, framed for discussion ability.
- The memo is written and complete.
- Publication of at least one scientific article in a magazine classified in the list of known scientific data¹ (Ministerial Resolution No. 191 of July 16, 2012 (Download))
The Acceptance of the scientific article is subject to the following conditions:
- The article must be present on the Algerian platform of national magazines.
- The article published after the second year of registration must be.
- The content of the article must be related to the subject of the thesis and published in a specialized journal. The candidate must be in the class based on the main author of the article.
- The journal must be classified in the list of known scientific data:

- ¹For students in the fields of humanities and social sciences: Class A, B or C
- ¹For students in the fields of Science and Technology: Class A or B

- Terms of discussion for PhD students registered after 2016
- At least 3 consecutive and regular years of registration.
- A Positive report, framed for discussion ability.
- The memo is written and complete.
- Obtaining 180 points (Appendix No. 2 of the Ministerial Resolution No. 547 of June 2, 2016,(download)).
To assess the quality of the journal, members of the college’s scientific council can seek the help of an expert committee composed of 03 experts from within the institution and an expert from outside the institution.
Very important: The articles and publications included in the discussion file should include the authors affiliation, as follows:
The name and surname of the author
The name of researh laboratory2 who belongs to him

5- The discussion file
Terms of discussion for PhD students registered before 2016
The discussion file contains the following documents:
- A curriculum vitae of the candidate supported by the published work (forums, seminars, academic days, conferences).
- Birth certificate.
- Certificate of regular registration Appendix 3 (download).
- Supervisor’s report on thesis ability for discussion 3 (download).
- A report on the scientific article, its context, and its relationship to the thesis topic (download).
- The proposal of the discussion committee by the supervisor (download).
- a copy of the registration document in the National Portal for Notification of Theses PNST.
- A copy of the article or articles published.
- Thesis summary (from 10 to 20 pages).
- 6 copies of the thesis with an electronic copy.
Terms of discussion for PhD students registered before 2016
- A curriculum vitae of the candidate supported by the published work (forums, seminars, academic days, conferences).
- Birth certificate.

- The minutes of the training committee contains the proposal of the discussion committee3
- A copy of the registration document at the National Portal for Notification of Theses PNST.
- A copy of the published articles related to the thesis.
- A copy of national and international interventions related to the thesis.
- Thesis summary (from 10 to 20 pages).
- 6 copies of the thesis with an electronic copy.
- PhD student notebook with all signatures proving to get 180 points.
3The thesis is discussed before a committee consisting of four to six members from the professorship class,including the supervisor, who are chosen for their competence in the thesis subject area and one to two who are from outside the registration institution. One high-level specialist can be called in as an invited member and his voice is advisory.
The discussion file is deposited at the vice rectorate for higher training after graduation, university qualification and scientific research for administrative control. The file is sent to the department’s scientific committee (CSD) and then to the college’s scientific board (CSF) for scientific approval. The file is sent to the vice rectorate in order to extract the decision of the formation of the discussion committee signed by the university president. The college undertakes to send copies of the discussion file to the members of the discussion committee, in order to prepare their reports. Reports are sent within a maximum period of 30 days after the file is handed over to members of the discussion committee.
6- The license file for discussion
If the reports are positive, the college sends the discussion file to the vice rectorate in order to obtain a license for discussion. The discussion file contains the following documents:
- The original evaluation reports of the members of the discussion committee.
- A request submitted by the college includes the date of the discussion.
Once the license for the discussion has been signed by the president of the university, the faculty in charge is required to announce the date of the discussion by means of posters and the official website of the university.
The progress of the discussion
The discussion shall be public in the institution, in the presence of the members, as well as in its specific date. After discussion and following the deliberations, the committee decides the success of the candidate or his postponement.
Important: All scientific theft or attempted plagiarism or fraud in the results or fraud related to the scientific work required in the thesis and legally established during the discussion or after it exposes its owner to nullifying the discussion or withdrawing the scientific title without prejudice to the penalties stipulated in the legislation and regulation in force.
7- Issuing a certificate of success
In order to obtain a certificate of success in the doctorate, the college sends a file to the Vice Presidency for Higher Education after graduation, university qualification, and scientific research, consisting of:
- Discussion report.
- Original evaluation reports of the discussion members.
- Re-reading and correction card (download).
- The authorization to discuss is going on by the president of the university.
- Receipt of thesis receipt at the central library (download).
- Go card (download).
- CD of the electronic version of the thesis corrected.
Note: The college and the central library are obligated to keep the electronic copy as well as the paper version of the corrected thesis in their interests.
