Service for monitoring research activities and promoting their results
Présentation:
As part of the policy put in place by the Ministry of Higher Education and Scientific Research aimed at encouraging scientific research, the university of Laghouat are implementing all the means that promote the development of research scientist in the best conditions. This is achieved by setting up an adequate environment composed of scientific research laboratories, research projects, scientific conferences as well as scientific journals.
We can say in this context that the conditions for the development of scientific research at our university are constantly improving, and this is currently embodied through 26 scientific research laboratories and a large number of university training projects ( PRFU) approved by the relevant ministry and 15 scientific journals.
Mission:
– Management and promotion of research activities of research laboratories,
– Management and promotion of research results from PRFU and PNR research projects;
– Delivrance of research certificates and research authorizations;
– Monitoring and dissemination of reports on research activities carried out by the university.
1- University Training Research Proejcts ” PRFU “
These are academic research projects led by professors or lecturers made up of no more than six members, including doctoral students. The objective of this type of project is to support doctoral students in the preparation of their research in order to overcome the difficulties they face and bring them closer to researchers. PRFU members agree to carry out the project according to a precise schedule. The results of the project are evaluated by experts twice during the regulatory duration of the project. These projects cover all disciplines of the university
- Eligibility Criteria for PRFU projects:
- The duration of the project is 4 years without any extension,
- The project manager can submit a new project as soon as the final assessment of the current project is submitted,
- The researcher can only belong to one research project,
- The team must be made up of a minimum of three (03) members and a maximum of six (06) members,
- a teacher of magistral rank plus two doctoral students,
- a teacher of magistral rank plus one to two class B lecturers plus two to three doctoral students,
- two teachers of magistral rank, plus a class B lecturer and three doctoral students,
- two teachers of masterful rank plus four doctoral students,
- two teachers of magistral rank, plus a class B lecturer and three doctoral students,
- The integration of new members cannot be done during the project period.
- The project manager must be of magisterial rank,
- Excluding a member is the responsibility of the project manager following a detailed report,
- The research team must include doctoral students (classical system and LMD) and teacher-researchers in doctoral training,
- Contract teachers, retired or seconded from outside sectors, cannot be part of a project.
- Project evaluation procedures:
– Project evaluation stages:
- Mid-term evaluation: end of 2nd year;
- Final evaluation: end of the 4th year.
– Criteria for evaluating a project:
- At least one doctoral defense during the project;
- National and international scientific productions carried out;
- National and international communications carried out;

2- Research Laboratory :
In application of Executive Decree No. 19-231 of August 13, 2019; setting the rules for the creation, organization and operation of the research laboratory; any teacher-researcher of magistral rank can request the creation of a research laboratory on condition of obtaining the approval of the scientific council of the university.
A research laboratory is responsible for carrying out one or more scientific research and technological development themes relating to national research programs and carrying out studies and research to contribute to the acquisition and the of improvement of the knowledge, training for and through research and dissemination of scientific information. It is chaired by an elected director and must be made up of at least four research teams, each led by a qualified researcher and made up of at least three researchers.
The research laboratory has a council responsible for drawing up programs and estimates of revenue and expenditure. It has management autonomy and is subject to ex-post financial control. It is funded by grants from the FNRSDT but it can find its own sources of funding, in compliance with the regulations, through service contracts.
conditions for the research laboratoty creation :
In application of Executive Decree No. 19-231 of August 13, 2019; the creation of a research laboratory must respect the following criteria:
- Existence of premises,
- Existence of a sufficient human component in the field of activity of the laboratory;
- The laboratory must be made up of at least four (4) research teams;
- Motivated opinions and visas of the scientific couincil of the university;
- Opinion and visa of the head of the establishment.
The proposal must be drawn up, scrupulously respecting the template established by the supervisory authority.
